New Home Rule City Established in Colorado

The city of Castle Pines will become Colorado’s newest home rule municipality, effective January 1, 2020. Castle Pines residents voted in favor of moving toward home rule authority in November of 2018 and then voted to change the city government structure to home rule on May 19, 2019. Home rule gives the city greater autonomy and control over the taxes within the jurisdiction.

Previously, Castle Pines was a state-collected jurisdiction, meaning the Colorado Department of Revenue collected sales tax for the city. Beginning in January 2020, the city will become a self-collecting home rule city and sales and use taxes will be paid directly to the city. Companies engaged in business in the city will need to obtain a Castle Pines sales and use tax license. All sales tax licenses expire on December 31 of each year.
